Minimum Business Standards at the Nampa Airport

UPDATE OF AIRPORT PRIMARY GUIDING DOCUMENTS:
Rules and Regulations, Minimum Standards, Leasing Policies, etc

As our airport has grown dramatically over the past 7-8 years, we have been faced with many new challenges and the Airport Commission has attempted to adapt policies to our changing world.   However, in the fall of 2008 a business tenant discovered that our Minimum Standards (adopted in 1970) did not allow for Independent Contractors and hired an attorney to compel the City to enforce those rules.  Since eliminating the Independent Contractor is not the City’s intent the Airport asked the City Council to adopt a Resolution (February 2009) that would effectively allow us not to enforce that portion of the Minimum Standards until these documents can be updated.

We have since hired Aviation Management Consulting Group (AMCG) to assist us with the process of updating our Rules and Regulations, Minimum Standards, and Leasing Policies.  Please note that this exercise is about realizing new written documentation that allows for fair business competition and more closely matches today’s needs for tenants.  This is a work in progress and there is no mandate from City Council or others to reach any particular outcome.  We believe that some rules will be dropped, others clarified, and overall there will be less confusion for both Airport staff and tenants.

In order the reach the best possible conclusion, we need to hear feedback from all stakeholders.  We will do our best to assist you, but if you have concerns that you would like to have considered prior to the completion of the draft documents, please contact AMCG directly at:

Mike Moore at mmoore@aviationmanagement.com or (303) 792-2700
Jeff Kohlman at jkohlman@aviationmanagement.com or (303) 792-2700

You may also contact Colleen Hartnett (Airport Director) at airport@cityofnampa.us or (208) 468-5823 or Michael Fuss (Public Works Director) at fussm@cityofnmapa.us or (208) 468-5420 to discuss your concerns and provide input.

The AMCG Contract and the Project Schedule for the project are available for your review.

As the draft documents become available for the PUBLIC REVIEW process, they will be posted on this webpage for your review as well as a survey form for providing comments.  Other formats for accessing documents and providing comments will be offered and more information will be presented prior to that time frame.

We encourage everyone to get involved as the resultant documents will be strongly based on the comments/concerns addressed by stakeholders.
